Latches are inoperable. Seat will not slip over bolts so it doesnt lock down. No difference in latches locked or open.

For price paid it’s not bad but much lighter than my original Kohler seat and not as long. Still fit fine but a little less room if you know what I mean. It does not have silicone pads to prevent seat from moving like better quality products. It is slow close both seat and lid, a warning you may be waiting a long time to flush as it slooooow close! I find myself giving it a little help in closing as I do not want to wait 5 minutes for it to close!Al in all not bad but for a little more you could buy Kohler, my bad. American made, not American made quality!
